Governance features matter at the higher tiers: evaluations, guardrails and fine-tuning at the builder level, then audit logs, approval policies, SAML SSO, SCIM and service accounts for production use. Billing separates platform access from consumption — subscriptions unlock products, collaboration and governance, while managed models, computers, media, tools and infrastructure are metered in USD with included credits applied first.
